Using the current online Ejari total, the narrow utility-registration setup is AED 2,332.75 for an apartment or AED 4,332.75 for a villa. Using a trustee centre, it is AED 2,375 or AED 4,375. The arithmetic is deposit + AED 155 DEWA activation + the selected Ejari channel.

These totals do not include rent, tenancy security deposit, agent commission, internet, chiller, gas, moving, cleaning, consumption, housing fee or any property-specific charge. They are official-fee planning totals, not quotes.

Correct sequence for most Dubai tenants

  1. Sign the tenancy contract and confirm the property details. Check the unit, landlord data, tenancy dates and whether the property is inside a free zone.
  2. Register Ejari. Dubai Land Department lists online registration through Dubai REST or its website and an in-person trustee-centre route.
  3. Wait for the DEWA message. DEWA says tenants outside free zones receive email and SMS after Ejari with the contract account number and security-deposit link.
  4. Pay the deposit and activation fee. Keep the official receipt and account details.
  5. Allow the activation window. DEWA publishes completion within 15 working hours after payment.
  6. Verify supply and the first bill. Record the move-in meter readings where safely accessible and check account, premise and housing-fee details.

Do not schedule movers to unload a full home at the exact moment you expect activation. Leave a practical buffer for the message, payment confirmation, building access and any data mismatch.

If the property manager says the home is “already connected,” still confirm whose account is active, when liability changes and what reading marks the handover.

Ejari fees and documents

Dubai Land Department currently lists an online total of AED 177.75: AED 100 registration, AED 10 knowledge fee, AED 10 innovation fee, AED 55 service-partner fee and AED 2.75 VAT. The trustee-centre total is AED 220 including VAT. Check the official page at the time of registration because the service channel and fees can change.

DLD lists a unified tenancy contract, Emirates ID and, where applicable, a power of attorney among the required documents. In practice, prepare readable copies and ensure names, unit details, dates and landlord information match before submission. A mismatch is more likely to delay the sequence than the payment step itself.

Example: annual rent of AED 120,000 gives a planning housing fee of AED 6,000 per year, or AED 500 per month before any corrections. That is separate from actual electricity and water consumption. Check the first bill against the registered rent and contact the relevant official channel if the data is wrong.

Move-in day verification checklist

  • Save the Ejari certificate, DEWA account number and payment receipts.
  • Confirm the account name, premise number and property type.
  • Photograph safely accessible electricity and water readings at key handover; do not enter locked service rooms or open equipment.
  • Test water at several outlets and basic power at the distribution-board level only if safe.
  • Report no supply, leaks, burning smell, exposed wiring or repeated tripping immediately through the correct emergency or property channel.
  • Check whether cooling is DEWA, district cooling or landlord/building supplied; it may require a separate account.
  • Check whether gas and internet require separate activation.
  • Keep the landlord or property manager's written handover reading and date.
